4th Meeting of Tourism Advisory Board

On July 10th, 2014, the fourth meeting of Tourism Advisory Board (TAB) took place in Hanoi with the technical support from the ESRT Programme.

Attending the meeting were over 40 participants including TAB members, leader representatives of functional departments of Ministry of Culture, Sports and Tourism and Vietnam National Administration of Tourism (VNAT) as well as experienced experts from the tourism industry.


After the opening speech of Mr. Tran Hung Viet, General Director of Saigontourist, TAB Chairman, Mr. Nguyen Van Tuan, VNAT Chairman delivered his presentation with the theme “Action Plan of Vietnam Tourism in response to current situation” with the purpose of bringing Vietnam tourism overcoming challenges and difficulties, recovering rapidly and maintaining the growth rate not only in 2015 and 2016 but also in the coming years.


Following on from the Chairman of VNAT, Ms. Nguyen Thi Thanh Huong, Head of VNAT Office, TAB Secretary, presented three main issues which VNAT would like to deliberate on with the TAB members. They were improving effectiveness of management of tourism service quality, visa policy and solutions for improving promotion activities.


According to VNAT, the current quality of service in the sectors of Travel, Accommodation, Food & Beverage, Stopovers, Tourism Shops and Tourism Destinations demonstrate a number of shortcomings. Facing this reality, the TAB engaged in the consultation in order to improve the effectiveness of tourism service quality control that includes organizational structure, standards and methods for assessing service quality.


In relation to visa policy, currently there are only a limited number of tourist groups who obtain visa exemption, the procedure to acquire visa is complicated and it isn’t really “visa-on-arrival”. VNAT seek TAB members’ advice on which measures to be used in order to develop the “Proposal for improvements of visa policy”. In the proposal, the scope of unilateral visa exemption shall be expanded, the term of residence of visa exemption for citizens of some countries will be extended and the procedures for visa-on-arrival will be improved to be simple, transparent and consistent to attract tourists to Vietnam.


The Board also provided comments on identifying the key relevant markets and tourism promotion activities to be actively promoted as well as the measures to improve tourism marketing and promotion in other markets. The Board members agreed to participate and coordinate with VNAT in tourism marketing and promotion, aiming at the common objectives for development of the industry.


On behalf of the TAB members, Mr. Tran Hung Viet presented the Board’s proposal on suggestion for improving the quality of Tourism Human Resources to VNAT. According to Mr. Viet’s presentation, a long term strategy for Human Resources training and development is needed and a detailed survey regarding Human Resources needs in many different parts of the nation should be carried out soon in order to have a practical and in-depth view on tourism human resources development and training. A particular focus should be placed on cities which have high demand for Human Resources for example: Phu Quoc, Nha Trang, Con Dao…etc. Moreover, there is a need to assist members of the TAB in training top line management (general manager for 4 & 5 star hotels), creating favorable conditions for its members to participate in programs hosted by ESRT Programme, eg. the “Train the trainer” programme. Also, it is suggested that a enhanced collaboration should be established between training schools and hotels, restaurants and travel service companies, and lecturers at schools of tourism, and it was suggested that hospitality sector should visit outlets to achieve up-to-date techniques/requirements on service quality and best practice.




Established in 2012 and supported by the ESRT Programme, the TAB aims to increase Vietnam’s competitive advantage as a sustainable tourism and travel destination by developing and facilitating public - private partnership and public - private dialogue. The Board works to leverage the country’s public and private resources, promote dialogue and information/knowledge sharing between tourism businesses and national tourism organisations, in order to create a cohesive and comprehensive industry strategy.


The TAB consists of more than 20 influential experts in the tourism industry, ranging from the CEOs of hotels, travel agencies, transportation businesses, chairmen of tourism associations, leaders of training institutions, representatives from the Vietnam Chamber of Commerce and Industry and EuroCham, to high ranking officials from the public sector. The TAB provides advice to VNAT to better enable the industry to overcome obstacles in tourism development.
